Blog 58a: From Immediate Demands to Utopias via Transformative Demands.

The Occupy movement was frequently criticized for not making immediate and concrete programmatic demands. The movement challenging climate change and calling for society to become managed along ecological lines is sometimes charged with the same failure. The slogan, “Cities for people, Not for Profit,” and the Right to the City movement, are likewise often faulted in the same way, charged with being utopian, unrealistic, naïve. The tension between efforts to bring about changes within the system, to meet priority needs as a priority goal, or to change the system itself to deal with long-term causes and consequences, is a tension fraught with difficulties, both in theory and in practice. Examining the handling of utopias and utopian ideas , while on its face perhaps theoretical, can provide some illumination as to the practical alternatives for social movements as well.

I. Utopian Utopias and Non-Utopian Utopias

A. Utopian Utopias, “utopian” ideas.

“Utopia” and “utopian”: those are two quite different words, often used with quite different meanings and, if they are used without attention to the difference, they can have quite different, even contradictory, practical implications The discussions of utopia go far back in history, at least to the Greeks, recurs in the discussions of and within the Occupy movement, and is the source of on-going tensions in discussions of strategies of social change all over the world: are the goals of this movement or the assumptions of this program or that utopian, or is the spelling out of a vision of utopia now a mobilizing impetus for movements of social change? The focus on such questions was hot in the 1960’s, in the new left, in the anti-colonial struggles and movements for national liberation, in the peace movements. They perhaps came most sharply into focus in 1968, with Herbert Marcuse’s talk on The End of Utopia in Berlin[1] and in the signs displayed by the students on the streets of Paris that year: “Be Realistic; Demand the Impossible.”

Recognizing the differences in the two meanings, the positive meanings of “utopia” and “utopian” as ideally desirable and the negative meaning of the two terms as meaning “impossible” and “unattainable” leads to the question

“Is utopia still a utopian concept?”

Using utopia in the positive meaning and utopian in the negative.

Thus: “is an ideal society still unattainable? “

So we need to distinguish between two concepts of utopia: that of 1) a an imaginable but unattainable perfect future state, a utopian utopia, and that of a good, or a just, society, in which the principles of social justice would prevail, a just utopia seen as the goal of actual political social, and economic societal arrangements, a concrete, really attainable utopia: an attainable utopia, for short, as the word will be used here, “attainable” as opposed to “utopian.”   It was then argued that by the 1960’s there should be an end to the painting of an utopian utopia because an attainable utopia had become possible, and continuing to define it as utopian was conservative if not self-defeating.

B.    Attainable Utopias

In what sense could there be an attainable utopia? In 1967, it was said in Berlin

“Today any form of the concrete world, of human life, any transformation of the technical and natural environment is a possibility, and the locus of this possibility is historical. Today we have the capacity to turn the world into hell, and we are well on the way to doing so. We also have the capacity to turn it into the opposite of hell. This would mean the end of utopia, that is, the refutation of those ideas and theories that use the concept of utopia to denounce certain socio-historical possibilities. It can also be understood as the “end of history” in the very precise sense that the new possibilities for a human society and its environment can no longer be thought of as continuations of the old, nor even as existing in the same historical continuum with them. Rather, they presuppose a break with the historical continuum; they presuppose the qualitative difference between a free society and societies that are still unfree, which, according to Marx, makes all previous history only the prehistory of mankind.”[2]

There are other interpretations of the End of Utopia formulation, notably by Russell Jacoby and Sam Moyn, which however use the concept,[3] 20 some years after Herbert Marcuse used it, in a quite different way from his use. They consider it still as the exercise of picturing a perfect although unattainable world and pursuing it, and see the ending of that result as a defeat of the aspiration for a radical change in society.[4] Herbert Marcuse, I believe, would have agreed, but differentiated a utopian utopia from an attainable utopia, from the real possibility of making a close to perfect world no longer unattainable, no longer utopian as a unrealizable ideal, but a goal now possible of achievement.

The political implications of taking all utopias to be utopian are strong. If one wants to use utopia in that sense, it follows that striving for utopia, or even spending time thinking through and imagining what a utopia might be like, is a useless exercise. If, however, one wants to argue that today utopia is no longer a utopian, in the sense of unrealizable, vision, but rather one that can be a concrete goal of human (political) activity, what follows is rather an incitement to concrete political action. It was an optimistic vision, as opposed to Moyn’s implicit assumption that utopia and utopian are necessarily associated and unachievable concepts. But I argue that an attainable utopia today is both optimistic, in its presentation of a lofty goal that is achievable, although pessimistic in agreement with Jacoby and Moyn, that the effort to achieve it as an immediate goal seems quite remote, depending on how one reads history. But I argue that there is a new real historical possibility of the realization of an attainable utopia requires a change in policy and program, in which the realization of that possibility, while it cannot be seen as an immediate goal (pessimism), can yet inspire individual partial steps towards its realization that may, as they come together, still make ultimate success possible (optimistic).

Thus, today, implicitly to label all discussions of utopia as utopian is politically loaded, conservative, hostile to efforts for fundamental social change.

It would not always have been so. The End of Utopia argument, as the long quotation above suggests, is made in a specific historical context, and I would rather read Moyn and Jacoby as reading that historical context today as different from what it was in the 1960’s. If the historical context indeed does not support the contention that attainable utopias are today possible, if the “historical continuum” in which earlier discussion of utopias still continues unbroken, then indeed today all utopias really are utopian. The belief that there has been a fundamental historical change, some time after World War I and increasingly thereafter, in which technological development has advanced far enough to make a society of abundance, of plenty for all, a real physical possibility, is a belief that has substantial support, and seems, if one things about it, intuitively plausible: if all the waste that goes into production for war, for unsatisfying luxury consumption and satisfaction of inflated and “false” needs, for competition for status and conspicuous consumption, for growth for its own sake, for legal and illegal theft, were instead funneled to challenges into ending existing inequities, into production of the necessities for a decent life for all in a society that put justice above profit and power, could not abundance for all, a real utopia, be realized today, even though hardly foreseeable in any earlier historical period?

The point is simple: an attainable utopia, not “utopian” in the sense of “unrealizable,” is a possibility today more than it has ever been before in history.

C.    Critical Utopias.

But even in earlier historical periods, the criticism that talk of utopias was useless and irrelevant to positive social change is only partially correct. It is correct, for instance, if heaven is seen as a utopia to be achieved in the hereafter, not in the now, thus preaching submission and patience and tolerance of injustices that will be rewarded, not in this life, but after it. This idea of utopia explicitly confined to the bye and bye indeed justifies that comment in the opening quotation: they are conservative if they amount to

“the refutation of those ideas and theories that use the concept of utopia to denounce certain socio-historical possibilities.”

For this use the concept of utopia to denounce certain socio-historical possibilities is aspect of some historical discussions of utopia that have a most critical edge, and that conceivably still have, even if indeed history is still tilted against their concrete realization

For many, perhaps most, imaginings of utopias historically have not as their purpose the presentation of an ideal society to be achieved, but rather have been a criticism of the societies in which they are written. They were not arguments for the realization of a particular utopia, a particular new society differently structured and different motivated, but rather efforts to show how ludicrous existing arrangements were, how badly they required change. Whether that change was through reform or revolution, liberal or radical, was often not elucidated. One thinks of Sir Thomas More’s Utopia, of Samuel Butler’s Erewhon, H. G. Wells A Modern Utopia, or Arthur C. Clarke’s Childhood’s End. This use of utopias as critical was thus indeed utopian, in its unrealistic sense, but not, in its historical context, an argument against social change, but rather one for it. How far concrete utopias might in their day be realized was quite different from how that might be realized today. Their political position then was as critical of the existing societies as discussions of utopia can still be today, if their ultimate attainability is not rejected ab initio. The purpose of these critical utopias was very much the same, if upside down, from novels appropriately called dystopian—the opposite of utopian—by writers such as Jack London in The Iron Heel or George Orwell in 1984. Dystopias are the presentation of an imaginary world, not as likely to be achieved, but to expose how the existing one was deficient. Utopias did it by showing what the better alternatives could be imagined, dystopias by what worse alternatives might be imagined to They were not intended to be blueprints for a new society to be achieved. Both critical utopias and dystopias were critical calls to action, in fantasized forms, intended to influence actions required to be undertaken in their contemporary societies.

So one may speak of a utopian utopia, a critical utopia, and an attainable utopia: a utopian utopia conservative in its political implications, a critical utopia or dystopia critically reformist in its political implications, and an attainable utopia, radical in its ultimate political implications, each very much dependent on its historical context.

There remains, then, the question of whether the historical context today is still the same as that of the 1960’s, whether indeed the optimism of those days on the streets and universities around the world was justified, and if not, what the conclusion as to the utopianism of utopias is today. It is hard, in a time of economic instability, high unemployment, increasing inequality, environmental degradation, unaddressed climate change, war and campaign of bombing and attrition, strong right-wing and racist tendencies in even the most formally democratic countries, to visualize even the possibilities of an attainable utopia.[5] Martin Jay certainly felt, in 1999, that visualizing the concept, as in Herbert Marcuse’s essay, “now reads like a document of a long lost civilization,[6] Is there then, at least in the short term, any surviving political relevance to the concept of utopia?

D.    Utopian Communities as Models for Transformation.

The term “utopian community” is often used to describe planned communities built in the last two centuries, and Sam Moyn uses the term “transformative utopianism” to describe “minimalist, hardy utopia[s] that could survive in a harsh climate.”[7] His reference is to the idealism of some of the protests of the the 1960’s, but the term might also be used to describe the planned communities like or Brook Farm or New Harmony or Oneida in the United States, or, very recently, eco-villages or planned communities or utopian experimental socialist models. Many were limited to attempts to implement different models for the physical growth of a community, laying out town plans and land use arrangements in a critical direction, as the Garden City movement. One might call various efforts to approach efforts of fundamental change as partially utopian in a limited way, as in Ebenezer Howard’s Garden City movement and its spin-offs. And very down-to-earth reforms such as expansion of cooperative structures to broad sectors of the economy, worker-owned enterprises such as Gar Alperovitz espouses, have a touch of utopianism about them, if very much in Moyn’s sense of minimalist for harsh social climates. The issue of whether what is espoused represents change within the system or of the system is not always clear; the underlying hope is undoubtedly for both.

II. Transformative utopianism

Utopian, however, in almost all historical usages, carries with it the idea of complete change, a different society as a whole, as in its original use by Sir Thomas More and the subsequent thinkers discussed above. A “partial utopia” is really an oxymoron, a contradiction in terms. Striving for efforts at reform, by definition less than a complete or revolutionary change, can thus only properly be called “utopian” in the sense that they may prefigure one part of a utopia, on step towards complete change, part of a transition towards something more. Rather than call such efforts “utopian,” with its dominant usage as unrealistic, desirable but unattainable, does its transformative potential a disservice. There is a continuum in efforts of social change, ranging from small-scale, clearly piece-meal actions and ideas – “increase the amount of affordable housing till no one is homeless” – to large-scale goals, such as “provide housing on the basis of need rather than ability to pay.” It is stretching it to goal the former utopian,” but it may in fact be seen, and advanced, as part of efforts to attain the latter, maybe a utopian housing system, a partial utopia. I think it would be more effective to speak of such a partial, or even sectoral, goal as transformative utopianism.[8]

And in this more limited meaning, but still at the forward edge of the politically relevant, I believe pressing the case for a long-range and comprehensive perspective of social change, efforts to work out the outlines of an attainable utopia, of a critical utopia, of a transformative utopia, can still play an important and positive role. Immediate and concrete programmatic demands for reforms need such utopian perspective today if they are to have a lasting impact tomorrow. The trick is formulating and fighting for demands that both secure immediate benefits but raise the possibilities of broader social transformation; demands that address the narrow immediate but open to vista to the whole, demands both for change within the system and change of the system.

N. Gregory Mankiw, professor of economics at Harvard. writes:

“Media owners generally do not try to mold the population to their own brand of politics. Instead, like other business owners, they maximize profit by giving customers what they want.”
“These findings speak well of the marketplace. In the market for news, as in most other markets, Adam Smith’s invisible hand leads producers to cater to consumers. How likely is it that we as citizens will change our minds, or reach compromise with those who have differing views, if all of us are getting our news from sources that reinforce the opinions we start with?”

Fine as far as it goes. But four further points need to be made.

1. Multiple markets, multiple “publics.” Sure, media cater to their markets. But which markets? No media outlet can cater to all markets at once. Even if somehow media owners were devoid of any opinions of their own and scrupulously avoided injecting even the suspicion of injecting whatever opinions they had into their media – hardly likely given the strong personalities and convictions most of them have. And even if they were guided only by purely market concerns, that is, maximizing their profits, they would take into account the sources of their revenues, which include advertising. Advertisers recognize that there isn’t just one market out there, but many, and they cater to the one that will produce their own greatest profit. Newspapers, most media, looking to maximize their ad revenue, will thus cater to the audience to whom their advertisers cater. Advertisers professionally try to influence their potential markets; they don’t work on the idea that buyers will keep the preferences they start with, but try to mold those preferences to suit their clients And that pressure to please the particular pre-selected market inevitably caries the actions of the media with it.

2. The vicious circle of media and opinion. Sure thy go along with, and try to reinforce, the opinions that their selected part of the market members already holds. That indeed makes it harder for them to change, if they are only fed back what they already believe. But where did the “opinions they started with” come from? Surely they did not come from their experience in the womb, but were influenced from an early age, by what they heard, saw, were told by the media. They didn’t “start with the opinion” that ObamaCare was wrong; they got that from the media to which they were exposed. It’s not only had for them to change their opinions, as Mankiw correctly point out, it was the media that shaped those opinions to begin with. It’s indeed a classically vicious circle. The media should not be exonerated from their responsibility in what they do.
3. The innocence of media owners. It is hardly a sustainable contention that the the “brand of politics” of media owners does not affect what the media they own produces – think of Murdoch, think of Hearst, think of Sulzberger.

4. Journalistic ethics. Is it time to admit that there is no such thing as an ethics of journalism that plays any role in the media as they are in the real world, or should we perhaps recognize that reporters vary widely in their views of journalism as a profession with a set of ethics, and vary widely in the freedom they have to write their own stories without interference from the higher-ups controlling the business in which they work, with the power to hire and fire. The media is not simply another producer of a commodity on the market likes shoes and cars, but of something special, with a special public responsibility. ? Jefferson and Paine certainly thought so.

[Blog #55a has tried, in outline form, to explain the existence of inequality in the U.S.A.]

[Blog #55b has asked mores specifically how that inequality came about and why it is tolerated in a democracy.]

This Blog #55c gives three examples, from different points of view, of how challenges to that inequality are blocked in the discourse about it.

The limits of Piketty.

 Thomas Piketty’s work has received deserved acclaim among economists in the mainstream, and even among some on the left. He clearly relates increased inequality to the growth of wealth and capital, Iin other words, inequality is increasing because the 1%’s share of growth is increasing. Historically, Piketty argues, as Steven Pressman, in a review in the “social justice and economic democracy committed” journal Dollars and Sense,[1] summarizes it, although inequality had been declining, “in the 1970’s or1980’s…the moneyed class revolted and began to influence policy. Top income-tax rates fell, income and wealth inequality rose rapidly.” The focus is clearly on the 1%. The conclusion is to tax it more heavily again, both its wealth and its income. But, Piketty concedes, an unlikely immediate development. Period.

What Piketty brings to the discussion is very much; what is surprisingly missing is as great. His analysis seems to cry out for answers to questions he does not ask: how does that wealth of the 1% come to them in the first place, what in the process of production that Miller refers to gives them their wealth, how come when the moneyed class revolted it was able to influence policy so strongly, why is it unlikely to be taxed down? “When the rate of return to capital (r) exceeds the growth rate of the economy (g)… more money flows to those at the top and inequality increases.” Obviously; that’s simply stating a tautology: when capital gets more of growth, non-capital gets less. Money seems to flow up-hill quite naturally, in such an economy. Wouldn’t the logical next question be, if the concern is for inequality, how could one reverse the flow? But the existence, and propriety, of the reverse gravity is simply taken for granted.

And the progressive economist reviewing Piketty has no better conclusion than to wish for “even more fire in [Piketty’s] soul for a global wealth tax.” His consolation for Piketty’s pessimism is that Malthus was pessimistic too, and look, he was wrong; maybe Piketty will be wrong too.[2] The problem is not so much that Piketty’s recommendations, or the reviewer’s wishes are wrong. Indeed a global wealth tax is well worth fighting for. The problem is that neither is pushing their questions to the next logical level of inquiry: how the difference in wealth between the 1% and the 99%, capital and non-capital, comes about in the first place.

Leveling down or leveling up.

 We read in a brief summary of how to deal with inequality dealing with “the underlying causes of our continuing high degree of poverty and inequality,” by a well and properly respected liberal sociologist and veteran of the anti-poverty wars, that the choice is between two approaches: Leveling Down the 1% or Leveling up the 99%.[3] Leveling Down, in the form of “increasing tax rates on the 1% would… ineffectively combat the continuing production of wide-ranging poverties and inequalities.. .”[4] The simple idea that levelling down the 1% might in fact be the best way to leveling up the 99%, because the profits of the 1% are built on the lower wages of the 99%, simply does not appear in the discussion. Miller might well agree that it is so; he points out that financial industries captured 40% of all business profits…and they certainly did not provide 40% of all jobs, while making a substantial contribution to income and wealth disparities.”[5] But the logical conclusion that limiting the profits of the business sector might help level up the incomes and wealth of the 99% is not pursued.

But what are underlying causes of our continuing high degree of poverty? “The American Economy is shaping up as a low-wage economy producing …” poverty. “…the production of these low-wage jobs is a great obstacle to… contraction of poverties and inequalities.” These jobs are in the “low-wage service sector.” “Yes, we should definitely seek to improve wages in that sector,” but the better route is to reduce the role of those jobs and rather foster jobs in construction, for instance, where the pay is better.

The point here is not that Miller is wrong in his recommendations; they should be supported as part of a broad effort to reduce inequality. The point is that what is missing in his discussion is any confrontation with the simple fact that the wealth and income of the 1% are related to the lack of wealth and incomes of so many of the 99%.

Low wage jobs are simply accepted as low-wage jobs; the wages should be higher, but low wage is simply what those jobs are. The financial industry makes 40% of the profits of business. That’s too much, but it’s not an “underlying cause of inequality.” And the jobs that need creating are not simply jobs that pay well, but jobs that do useful work, not speculate better or privatize more.

No larger pie. The New York Times’ Eduardo Porter, in his Economic Scene column in that mainstream paper, believes he has the answer, gotten by “Taking a Hard-Eyed Look At U.S. Income Inequality and the Problems Behind it.”[6] At various points he quotes, apparently approvingly, Gregory Mankiw, an economic advisor to President George W. Bush and Mitt Romney, advocates focusing on “increasing educational attainment,” and holds, in as forthright a conservative statement as one would want, that “Inequality itself is the wrong thing to look at… The question is, how do we help people at the bottom, rather than thwart people at the top? … “Policies that address the symptom rather than the cause include higher taxes and a more generous social safety net,” says Mankiw. So helping people at the bottom doesn’t work, perhaps because it might thwart those at the top? “The best way to address inequality is to focus on increasing educational attainment [because] technological progress has benefitted well educated workers.” But then there are a series of comments pointing out that “education isn’t doing it” either. Nor does “technological progress” seem to be the answer either, for “the real problem is slow growth.” according to Mankiw‘s presumably hard-eyed look.

But, Porter says at the end of his discussion, apparently sympathetically, getting to “the nub of the issue,” that, “as the richest Americans capture a larger and larger share of the fruits of growth, for many people the essential question becomes: What is the point of creating a larger pie?” Well! So it is the division of the pie that counts, after all, and maybe those at the top do need to be thwarted, if the nub is to be dealt with?

Although Porter has thus gone much further than the avowedly liberal Miller in linking the growing wealth of the 1% to the poverty of the poor, charging that the rich are capturing – presumably from the poor – a large part of the pie, he seems to go back to an earlier comment in the middle of his piece, said more or less in passing: “even avowedly liberal social scientists have had a tough time figure out the negative consequences of the rise of the 1 percent.” Without noticing that he has himself just figured it out, he concludes with a classic cop-out: “That’s the post-Great Recession reality.”

I have argue here and elsewhere[1] that

Social inequality is caused, not by any technical developments or by agreement that it is just or because the people wanted it, but because it directly serves the interest of the 1%, who have the power to impose it through the processes of exploitation, dispossession, and incorporation. Inequality is inevitably a matter of conflict, roughly between the 1% and the 99%. Any serious effort to reduce inequality must deal with this simple and obvious fact.

(It should be clear that we are talking about social inequality, inequalities in social relations reflecting hierarchies of power and wealth, not individual differences or inequalities in strength, wisdom, inherent abilities, virtues. It is of course what Jefferson meant in the Declaration of Independence’s ringing declaration: “all men are created equal.” They obviously differ in size, weight, talent, strength, desires, etc.; it’s the social relations among them that is in question.)

But what are the concrete processes that create social inequality, that permit the 1% to impose social inequality in society, to their benefit?

The answer, again, can be given in a few words: Exploitation, Historical Dispossession, Capitalist Dispossession (Expropriation), and Incorporation

Historic dispossession actually came first, in primitive societies and pre-feudal monarchies and empires and autocracies. The 1%, the established rulers, chieftains, monarchs, simply were entitled to take possession of what they wanted from anyone in their power. They did this through the exercise of brute force: slavery, where the masters took possession of anything of the slaves that they wished, war, where the spoils of the war were simply taken by the victors from the losers as their spoils.. The practice persisted well into feudalism, with the divine right of kinds (even Mozart built on its recognition in Figaro’s objection to the exercise of the Rights of the Seigneur in 1786!). And the dispossession of villagers’ use of the traditional commons for grazing, what we would now call privatization, was a significant part of the transition from feudalism to capitalism.[2]

Exploitation is a widely understood concept, and understood as a constitutive component of capitalism in the form of the wage relationship in production. , and focuses on the processes by which one person or group obtains the benefits of someone else’s labor through the payment of wages that do not equal the value of that labor. The profits accruing to the employer in that relationship accrue to capital, are a “return to capital” in Piketty’s sesnse, a conspicuously non-judgmental phrase for a relationship that could raise some questions of justice but which clearly benefit the 1% and the expense of a major part of the 99%, and contribute to a mounting inequality as capitalist forms of production expand and go global.

Capitalist dispossession, however, accompanies the drive to ever-increasing profit (what Marx calls primitive accumulation and David Harvey calls accumulation by dispossession[3]). Colonialism is its manifestation at the international level, but is paralleled by national practices. Rosa Luxemburg spoke of “The right to take possession, oppression, looting, are openly displayed without any attempt at concealment, and implemented by force if necessary.”[4] But in its mature capitalist form it is put forward as a right, and a right available to anyone, not merely of a chieftain or king exerting a hereditary or divine right to its exercise.

Foreclosing on a mortgage effectively dispossesses the “owner” of the house of his occupancy of it, and expropriates the house to the bank or financial institution that holds the mortgage. And the force behind it is state sanctioned and applied, if not under specific legislation then by execution of judgments in courts of law. The Sheriff will enforce the order of eviction a court grants, and forcefully puts the owner’s property on the street.

Contemporary dispossession (expropriation) differs from both its preceding forms, historic and capitalist, in two major ways;

  • Contemporary dispossession is much less focused on physical dispossession, and involves a whole range of broader goods and assets, including property rights in all sorts of values which are included when one speaks of inequality. Contemporary dispossession might more properly be called expropriation, the taking of some key rights in that bundle of rights called ownership, key rights that go into the composition of wealth and power that Piketty, unlike Marx, lumps together in the term capital. The most obvious, of course, is the right to income or a share in the profits from an investment. Expropriation here is not the taking of the physical stock certificate, but the justification for not honoring a supposed “right” to a proper return on the investment. The right to an education, the right to health care, the right not to be discriminated against, the right to security of the person, the right to the sanctity of the home free of trespass, the right to vote, are all rights the 1% take for granted, but that large parts of the 99% find in practice not or barely available to them. The effective elimination of those rights in practice leads directly to the relative reduced wealth and income of the 99% and the expansion of the wealth and income of the 1%, increasing inequality by the most conventional of measures, and in a quite fundamental way. As an (critical) example, every reduction in the progressivity of taxes used to make such rights meaningful goes directly in the pockets of the 1% and the expense of those in need of those rights.
  • Contemporary dispossession in fact largely creates those very rights and values it then expropriates. Ironically, when the “owner” of a home among the 99% loses it in foreclosure, his or her very ability to purchase it was enabled through high credit by the institutions of the 1%, who end up unharmed by the foreclosure. The bank owner, surely among the 1%, itself enabled the creation of the owned homes of many of the 99% which it helped finance, and then through foreclosure dispossesses the homeowner of that home to its own benefit, widening the gap between the two. The whole process of financialization, and the credit bubble it engendered has caused harm to the 99% from which the 1% have benefited, so that their share of the society’s wealth has increased while that of the 99% has decreased. It is a case of private dispossession/expropriation.

How could the 1% get away with this, in an advanced democracy? It couldn’t happen without support, including much active support, from a large part of the population, at least in the so-called “advanced democracies.”

Incorporation is the best term I can think of for the answer. Not in the sense of forming a corporation, of course, but in the sense of absorbing any potential resistance within it, making the resistance itself part of the system it attempts to criticize. Co-optation might be an easier term, but it is co-optation at a fundamental level, deliberately provoked and nurtured out of self-interest. But then internalized as natural, inevitable, and indeed desirable by the majority whose interests are in fact badly served by it. If the key cause of inequality is what was theorized at the opening here:

Social inequality is caused, not by any technical developments or by agreement that it is just or because the people wanted it, but because it directly serves the interest of the 1%; who have the power to impose it.

The question becomes how have the 1% amassed that power, and why are the 99% not able to resist it?

But that question is simply missing from mainstream discussions of inequality, and rarely raised even in critical discussions in economics even from the left, where it might be expected but where it seems to encounter a blockage that requires understanding. Instead what critical analysis exists is incorporated in a mainstream analysis that neglects fundamental conflicts and instead pokes at the edges of the problem sometimes with sensible but limited suggestions for reform that are incorporated into the mainstream of reform discussions, but shy away from even acknowledging the deeper issues of conflicts of interest that a more iconoclastic discussion would engender. And as the discussion veers away from these conflicts at the ideological level, the political attitude towards inequality likewise veers away from unsettling proposals and ends up incorporated within the mainstream in at best mild reforms at its edges and at worst celebrating its existence.

Such incorporation into the mainstream is produced by the combination of two factors:

1) at the discourse level, suppression of the acknowledgement of conflict: the domination of public discussion of the issues by ideological analysis incorporated into an acceptable mainstream blind to the conflict-laden causes and alternatives, and spread through media practices and institutional support into the popular consciousness; and

2) at the political level, consumerism leads to acquiescence: the strong lure of artificially induced consumerism, as reality and as hope, smothers criticism and incorporates the potential critic into the mainstream of acquiescence.

At the discourse level the public discussion of inequality is strangely limited. It not only circles around partial or simply wrong answers, discussed schematically in Blog 55, Inequality is indeed spoken of in public, and even makes the best seller lists, viz. Piketty, but the public discussion almost always simply fails to address the right questions, fails to push superficial if plausible answers to their roots, to consciously recognize its roots and consequences, to acknowledge the conflicts of interests and motivations.[6]. At both the discourse and the political levels, both effectively suppress or sidetrack.

CONCLUSION

How is the foregoing discussion relevant to a concern about inequality? If the analysis is right, a very practical political conclusion. If inequality refers to how the pie is divided, and if inequality is to be reduced, the 1% must give up some of it to the 99%. But the acknowledgement of conflict is suppressed, not because the facts aren’t clear, but because of a simple acquiescence in things as they are, a hard wall that stops both the avowedly liberal and the hard-eyed conservative from extending the implications of their own analysis to the recognition that it will take a serious thwarting of the rich to effectively reduce the inequality of the poor.

The first conclusion: remedying inequality involves a fight, before a search for broad consensus can begin. The causes of inequality are not technical failures, or found by focusing singly on action aimed at improving the lot of the poor, or by changing the poor by education, moral suasion, example, or similar measures. Inequality is the result of real conflicts of interest. In the long run it may be to everyone’s interest, in common, to reduce inequality, but certainly in the short and intermediate run, reducing inequality will involve significant conflicts. It may not be entirely a zero sum game: the advantages of reducing inequality may include greater productivity, less social tension, more effective policy making; but it will also result in some winners and some losers. So the first conclusion: be prepared to fight, challenge the means by which the !% get their greater share of the pie to begin with, seek consensus as far as possible but only around a just answer and realize consensus is not likely to happen except at a very superficial level.

The second conclusion: The forces supporting inequality not homogeneous; the majority can be converted. In the unavoidable fight, figuring out who is on what side is key. As of this writing, it seems clear that a large number of folk, not simply defined by their economic position, support measures that buttress or even promote inequality. Taking the Tea Party, and the conservative wing of the Republican Party as examples, they support lowering taxes, reducing public services, undermining unionization, avoiding minimum wage legislation, increasing security by policing and incarceration, privatizing public services from education to garbage collection to health care, indeed to anything out of which the private sector might make a profit. And in these positions they are supported by a large part of the leaders of public discourse, not only in the media but also among pundits, academics, many religious leaders, grounded in some deeply embedded racial prejudices and social mores.

 But those who objectively end up supporting inequality can be separated analytically. and some can be significantly aroused to recognize their own interests politically. They might be separated, based on the analysis here, into at least two quite different parts: those whose interest these position serve, and those who are in reality adversely affected by them but have been incorporated, willy-nilly, into a pattern contrary to those own interests. In the first group, of which the Koch brothers are perhaps the most conspicuous example, their very material interests are served by inequality: they benefit from the inequality of the others. The 1% benefit directly from the inferior position of the 99%. But they are seduced into supporting the 1%, not only by the media and the doyens of public opinion, but also by their own benefits – their fear of losing those benefits which they already have, even with their limits, in favor of an alternative that is hardly visible on the horizon. They have been incorporated into a system harmful to their own interests by the various processes discussed in this piece. The challenge therefore is to break through those processes and convert even the bulk of the Tea Party supporters into supporters, rather than opponents, of greater equality.

Blog #55a – Why is there Inequality in the U.S.A.?

An Answer in 22 and 7 words.

Piketty showed, in 648 pages, that inequality is increasing long-term. It continued in the short term:

In 2009, figures were: average net worth, top 1%;   $16,439,400   bottom 20% minus $14,000

Total Net Worth[1]      Top 1 percent              Bottom 80 percent

1983       33.8%                   18.7%

2010       35.4%                   11.1

Why is this so?

The wrong answers:

1.     Because the need for higher education and more skills is growing. Wrong because:

  1. Access to higher education and skill training is controlled by the 1%. They support education that helps them produce profit, do not support that which could lead to criticism and organization for higher pay.
  2. And higher pay and greater net worth are more related to parents’ incomes, s4ector of the economy, e.g. financial, education, social work, art, than to training and skills.

Because it is just, and criteria for justice in the distribution of income is that a person works harder, contribute more to society, is smarter, needs more, is justly entitled to have more. Wrong because:

  1. Sitting in an office is not harder work than working on an assembly line or collecting garbage, but is paid more because hedge fund managers have more power than factory workers or garbage collectors.
  2. And hedge fund managers do not contribute more to society than social workers or teachers, in fact do major damage.
  3. And there is no evidence the 1% have higher innate IQ’s than the 99%.
  4. And the 1% have more than they need, most of the 99% less.
  5. And the 1% have vastly more than the 99% to begin with.

 

 

The right answer, in 22 words.

 

The 1% are rich because they profit by keeping the 99% poorer. There is only one pie to divide, whatever its size; if the 1% take more, the rest will take proportionately less..

Why is this so, in a democracy, and so little understood?

The wrong answer:

1.     Because the people wanted it that way. The wrong answer because:

2. Wealth provides political power also. And apparent prosperity co-opts opposition.

3. And the 1% control the means of mass communication, and bury the alternatives.And presumed experts of the 1% pontificate that trickle-down will work to the benefit of all.

4. And the 1% control the use of physical force, the use of incarceration, etc.

 

The right answer, in 7 words:

 

Political and economic democracy are too limited.

Consensus on Inequality Unlikely

It’s good to call attention to the shameful way in which our economy exploits the poor and how inadequately our government responds to the problem.[1] But calling the problem “poverty” focuses on just half of the problem. It accepts the idea that the poor are responsible for their own problems, and government ‘helping families pull themselves up through hard work’ will let them ‘climb the ladder of opportunity’ ” (Obama in the State of the Union message).. But that skirts the fact that the poor are so poor today because the rich are so rich, because the poor have been exploited by the rich for so long, because inequality is so great..

The focus on poverty can obscure that important conclusion. Not by accident. Criticizing the rich smacks of “class war,” raises uncomfortable questions about the 1% and whether they deserve to reap so disproportionate a share of the wealth the increasing productivity of the 99% provides. Seriously addressing inequality rather than just poverty would undercut the President’s justification of inequality in that message, that “we don’t resent those who, by virtue of their efforts, achieve incredible success.” Even if their efforts come from financial and employment practices that cause wide-spread low pay and joblessness from which the poor suffer?

Tackling poverty involves tackling inequality, involves tackling the wealth of the rich as well as the poverty of the poor. An anti-poverty movement needs to be willing to say that, out loud.  An inequality reduction strategy has some win-win aspects (see Keynesian arguments), but it has some win-lose aspects too, and the rich prospective losers are likely to fight it. Consensus won’t be reached. That has to be faced by any ultimately effective anti-poverty program.[2]

Blog # 41 – Right to the City – Organizational Realities


Reading the Right to the City – Organizational Realities

The practices of Right to the City-affiliated organizations around the world vary widely, but have much in common. Reports from groups in Europe and the United States, from Greece to Hungary to Germany to France to Portugal to Spain to the United States – presented at a recent conference in New York [1] — revealed both striking similarities and striking differences, with a common impetus behind them and a common enthusiasm in action. What follows is an attempt at a framework to separate out the components of the policies of these groups, and is based on the exploited, excluded, discontented analysis.[2]  with hypotheses as to what kinds of answers might be generated. The question might be asked, how each component might relate to the varying readings of The Right to the City listed in an earlier discussion.[3]  The listing is not intended to be comprehensive, nor to make value judgments as to a “right” or “wrong” approaches, but to be an aid in furthering the discussion of alternative goals and practices.

1.         Target constituency? How are they defined? As the poor, the working class, immigrants, minority ethnic or “racial” or religious groups? By age? By legal status, by gender, by sexual orientation? By work-place relations, unionization, wage rates, work conditions?

Hypothesis: Open to all in theory, but in practice: groups among the exploited, the excluded, and the discontented, with a  common denominator: ill served by market-oriented capitalism and urbanization, among these groups focus determined by history and existing socio-political situation.  In practice,  “all people” are not the constituency  except in the very long run — some already have the right to the city, and use it to exclude others.

2.         Problem Focus? Gentrification/displacement almost always, directly or indirectly, affordable housing, homelessness, environment, health care, welfare programs, jobs, discrimination based on “race,” ethnicity, gender, sexual preference, immigration status, poverty, globalization, local community development/preservation?

Hypothesis: Community rather than work-place issues, almost always single issue focus among them, most frequently gentrification/displacement or housing/homelessness, but involved in and supportive of other campaigns and groups.

3.         Base of organization?  Issue-based? Community or neighborhood-based? City-based? National? Active as one organization, or coalition of organization? Membership-based, with “allied” non-members? Paid staff and/or volunteers? If local, link to national Alliance? Global links?

Hypothesis: some level of paid staff necessary; membership dues helpful for organizing but not adequate for funding desired activities, principled relationship to finding sources but with tensions. Actions more often organized by individual member groups of Right to the City Alliance than of coalition/alliance itself, but hope for high levels of cooperation and unity. Links to national and global groups boost morale and info, but are essentially separate from local activities.

4.         Internal organization?  Participatory democracy? Formal democracy? Strong leadership? Spontaneity desired?  Explicit self-education and training programs? Use of outside educational opportunities/organizations?

Hypothesis:[ Little direct information available.]   Strong emphasis on participatory democracy, but in practice significantly dependent on extent and quality of leadership, with occasional tensions between effectiveness and democracy. A shared and unfulfilled need for expanded education and internal discussion.

5.         Strategies, tactics? Demonstrations? Picket lines? Public Relations? Petitions? Involvement in electoral politics, around issues? Around candidates? Around parties? Sit-ins? Occupation of public and/or private spaces? Strikes, work-place based?

Hypothesis: All groups learning from experience, their own and each others. Relations with media important, deserving of focused attention. Level of militancy more externally determined (level of crisis, etc.) than by internal decisions. Partially dependent on ideological position as to desirability of consensus/winning conflicts over power..

6.         Historical situation?: How will answers to any of above depend on level of economic prosperity? Economic crisis? Sense of improvement or decline in living standards? Policies of the l1%? Level /position in process of globalization? Historically established legal, governmental, cultural forms? Involvement in War? Role of military? Corruption?

Hypothesis:  Dependent, not on absolute level, but on both perceived change: conditions improving or worsening, and on perceived injustice: inequality increasing or declining, respect accorded or denied?

7.         Role of state? Is state seen as enemy? An (un)-reliable friend? A secondary consideration? A battlefield? A target of action?

Hypothesis: Attitude will depend on policies of the 1%: are they seeking to co-opt and mollify, as in welfare state policies, or to control, and if control, by force, police suppression, criminalization, or by tolerating/encouraging righto-wing oppositional groups, as Tea Party or skinheads?  Austerity measures? Neo-liberal ideological offensive?   Does formal structure of government allow for meaningful influence by groups?

8.         Motivation? What drives the membership: Economic hardship? Insecurity? Loss of benefits, current or prospective? Frustrated present or expanded aspirations? Sense of injustice? Offenses to dignity? Instincts, “consciousness,”[4] theoretical analysis? Belief system, historical or manipulated?

Hypothesis: Certainly material condition for exploited and excluded, built for them as well as for discontented issues of dignity, respect, discrimination, injustice, substantial.

9.         Guiding Theory? What explanation of present conditions guides the strategy? Marxist? Class conflict? Keynesian? Inherent tendency to crisis? Foucault? Lefebvre? Saul Alinsky? Piven and Cloward? Pluralism? New Left? Globalism? Anarchist? Agency vs. Structure? How does theory influence strategy? Is it reflected in a Mission Statement?

Hypothesis: Development of explicit theory largely guided by need to put immediate actions into a context, avoidance of grand theory. Reliance on generalized understanding of lived experience. Often reactive to dominant theory, e.g. austerity promotes growth, minimum wages cost jobs, providing affordable housing undermines work incentive. Limited use of “allies.,“ interaction with discontented. “Anti-capitalist” may be a good common denominator.

Putting the Hypotheses together might be a sort of outline of the collective experiences of the groups.

Blog #40 – Reading the Right to the City

THE HISTORICAL BACKGROUND..

It’s no accident that the discussion about the right to the city emerged just when it did, or that it has become a hot formulation again just now.

To summarize, the critical milestones (viewpoint: U.S.A./Europe) were perhaps –

1919, unrest and failure of the classical Marxist revolutions in /Europe, expected to arise semi-automatically out of the exploitation and immiseration of the working class and their understanding of their exploitation., led by the working class and party.

1934 – election of Hitler, resulting from that immiseration plus the insecurity of the middle class, successfully manipulating discontent culturally/ideologically towards fascism

1946 – defeat of fascism, replaced by the welfare state, dealing with the same issues by concessions and the counter-manipulation of the promise of consumption, One-Dimensional Man, rapid technological advance

1960 – wide=spread unrest, led not by working class but in the United States at least by those excluded from the welfare state, discriminated against in recognition and benefits, primarily African-Americans, and by revulsion against the ideological manipulation and emptiness of values of consumption , led by the discontented, supported by groups of the excluded, barely by the exploited, with tensions among them

1970 – calming/suppression of the unrest, period of prosperity, conformity/collaboration with the system, rising public benefits and private consumption, globalization of production

Today, 2080-2010 – growing disillusionment, growing criticism of capitalism, financialization, growing search for alternatives, by the excluded, the exploited, the discontented.

A growing body of theory has analyzed these developments. Key contributions appeared in the aftermath of the unrest of the 1960’s, largely relying on new readings of Karl Marx and  including work of Henri Lefebvre, critically paralleling analyses of the Frankfurt School and particularly Herbert Marcuse[1]. It sought to go from critique to the possibilities of fundamental social change.

But where to turn to find agents of such social change? Henri Lefebvre, facing that question, developed the formulation of call for “the Right to the City” as an answer.

What he meant by that was not always clear; I have dealt in several pieces with alternate reading of what he has written.[2] It is relatively clear that he continued to see the working class as important actors in efforts for social change, but as increasingly inadequate and often recalcitrant ally in efforts for change. Rather, he saw the motor force for change outside of the work-place, not in the factories or the offices, but in the experiences of everyday life of all kinds of people in their home, in their schools, in their communities – and, yes in their cities.

THE SIX READINGS OF THE RIGHT TO THE CITY

Lefebvre’s own reading. For Lefebvre, the right to the city is a political claim: a cry and a demand, for social justice, for social change, for the realization of the potential that technological and human advances had made possible after the second World War. It was a battle cry, a banner in a fight, not simply for the eradication of poverty but for the abolishment of unjust inequality.

In a way, it was an ill-chosen formulation, because it was not intended to be taken literally: Not a Right in the sense of a legal claim enforceable through the judicial system, but a moral right, an appeal to the highest of human values. And it was not a right to the City, not a right to be included in what the city already was, but rather a right to a city that could and should be, to the city as a metaphor for an new way of life, one whose characteristic were directly related to the new processes of urbanization, which for Lefebvre encompassed a new way of life, of everyday life as well as of government, or a social system as well as, even more than, a physical place, a particular built environment or legal jurisdiction.

For Lefebvre, the call for the Right to the City was a revolutionary call, a call produced by and justified by the urban revolution of which he wrote as a new stage in the historical development of civilization.

And it was not limited in any way to the physical city, but understood “city” as a synecdoche for “urban society:”

As Lefebvre put it,   the city

“cannot be conceived of as a simple visiting right or as a return to traditional cities. It can only be formulated as a transformed and renewed right to urban life as long as the ‘urban’ [is a] place of encounter, priority of use value,.”[3]

Lefebvre even says, at one point:

“…from this point on I will no longer refer and to the city but to the urban”[4]

Lefebvre’s reading clearly implies the necessity for an analysis of the structures of power that hold back the transformation of life that he envisages. Lefebvre’s own analysis is essentially Marxist, even if it does not expore that analysis as intensively as, say, the New Left, Herbert Marcuse,, or David Harvey have. But some such analysis is required to make it effective.

2.      The strategic reading. In practice, the Right to the City banner has been picked up as the umbrella under which a wide variety of groups suffering from the existing conditions of their lives in the new urban society: the very poor, the homeless, those dependent on welfare grants or charity, those discriminated against because of race, religion, ethnicity, sexual orientation, mal-educated, the legal restrictions of citizenship laws, gender inequality. These are groups whose economic position does not give them the power, through the withholding of their labor, to threaten the functioning of the economic system, and whose political power can be effectively reduced through the power of the 1%, despite their much larger numbers, in a democracy still subject to the disproportionate power of the rich. It was the basis for the formation of coalitions of those groups, realizing that they needed to pool their efforts to have any influence at all. The the formation of the national and local Right to the City Alliance in the United States and abroad.

 For them, the impulse of their action is initially simply to be included in the existing city, to obtain the benefits of existing city life from which they have been excluded: to obtain decent shelter in existing empty and warehoused living units, to get paid at least living wages in the already existing jobs, to be treated with the dignity and respect accorded as of right to all other citizens of the city, to be protected by the  police that provides security for others, rather than being stopped and frisked routinely without cause.

The strategic reading of the right to the city  is not in contradiction to the Lefebvre ran reading, but in a sense a step towards it, but one with more limited claims, but perhaps also more urgent ones.

Look at the members of that coalition in New York City, as an example:

The Right to the City Alliances in in the United States, and the Right to the City Alliance inNew York city, are both alliances of other, preexisting groups, 43 for the national, [5] 12 for the New York City Alliance. All of the member organizations of the two pre-existed the formation of the respective alliances. They represent a wide range of interests: Homeless, welfare recipients, ethnic and racial minorities, immigrants, LGBT, folk, service workers, environmental groups:

[The Right To The City Alliance] is a multi-issue national alliance of base building and grassroots organizations and allies working to advance an urban strategy to ensure the rights of low income people of color to urban places and spaces in our cities.[6]

They cooperate closely with labor unions who are interested in cooperating with them. E.g. the Service Workers International Union, both unions are not members. The Alliances represent the deprived, both of material welfare and of dignity. But they do not occupy positions immediately essential to the operations of the system that is oppressing them, as unions and their working class members do – if clearly less so that 50 years ago. Bringing Alliance member groups together with each other, and then with organized (and unorganized, as in Workers’ Centers) workers is a matter of urgent strategic necessity. Both are materially deprived of material goods, but also of the dignity and respect which members of a just society should accord each other. They are, together, large in numbers, but weak in economic power, as technological advances, automation and globalization permit the system normally to remain profitable without their active consent.

Bringing these forces together in a strategic alliance requires an analysis of the power relations that underlie its necessity, and that links those supporting the call together. In practice, that analysis certainly has to include a discussion of existing relations of power, and what changes might be produced within those relations as they exist. It may or not press that analysis into specific examination of the possibilities of fundamentally changing those relations of power. How far the analysis then goes, and how convincing it can be made to the members of the Alliance, will determine whether it pursues Lefebvre’s own reading of the Right to the City, or limites itself to intermediate goals that may or may not lead in that direction.

3.      The discontented reading.  For many of those not thus excluded inclusion in the existing city was not enough. Lefebvre’s call was for a new and better city, new and better way of life. Many of those already included in the existing were discontented, and profoundly. They felt their own potentials were constricted, their human values distorted, their aspirations for the future pushed into a quest for conspicuous consumption, their search for social support and solidarity defeated by the pressures of competition, competition for goals they did not share but were force to pursue – and convinced to value by an extreme cultural and ideological apparatus, against their own deepest desires.

 The discontented, in this reading, were those that were the activists of the New Left, about whom Herbert Marcuse wrote One-Dimensional Man: students, teachers, intellectuals, artists, idealists, those that felt themselves misfits in a society over which they had no control.

But the analysis underlying the discontented reading does not suggest an overall path towards achieving its goals. No one argued that the discontended, while having the demand for the right to the city, had the power to achieve it. Herbert Marcuse was explicit in saying that, while they might provide leadership, it required larger forces, in particular among the exploited and excluded, to achieve it. That in turn required changes from within those groups: to achieve anew society, new men and women are required. But to support the development of new men and women, a new society was required – a paradox to which he proposed no solution other than its recognition. Lefebvre’s reading implicitly agreed; as David Harvey reformulated Lefebvre, the argument was that the right to the city included was “a right to change ourselves by changing the city.”[7]

In practice, the focus on discontent as the motor of efforts to achieve a right to the city that will deal with its particular manifestation is likely to lead to a leading role for those most directly affected – not somuch the exploied or excluded, but the students, artists, idealists etc. who are generally materially free to concentrate on such concerns. That leads to the dangers of elitism, to tensions among those sharing a material interest in the principles of the Lefebvre’s reading of the right to the city. In terms of policy polsitions, it is a tension between shorter and longer-term goals; in organizing, between, in this case, members of the constituent groups with the Right to the City Alliance and their “allies, ” often academics and intellectuals generally more in a position to elaborate analysis and program details.

4.      The spatial reading. Many read Lefebvre’s right to the city call as one aimed specifically and literally at the city as a built environment, as physical space, and saw the call of the right to the city as a call for designing and running a better city, a more beautiful city, and healthier and more environmentally sustainable city. Some were professionals, architects, urban designers, planners, geographers, who used the call for the right to the city as support for calls for the better utilization of what they were trained to do, and wanted to do. And they saw their work as supporting and modeling what a right to the city for all might look like, in the flesh.

In practice, the spatial reading is a narrow reading of the right to the city. It appeals to specific disciplines, professionals, interests focused on the material built environment of the city, and often tempted to see such changes as dictating social patterns and determining issues of justice and well-being by themselves. Some argue for what might be called a modelling approach, the development of model communities, model businesses, model spaces, that might demonstrate in the flesh what is possible: spaces of hope, new economies. In more comprehensive struggles. The spatial reading may be one that is distracting from broader goals, one that is more likely to demonstrate alternatives for the discontented than to change the power relations that lead to exploitation and exclusion. Linked to analysis that includes a central place for consideration if issues of power and conflicting material interest, it can be a useful adjunct to movements for the right to the city.

5.      The collaborationist reading. Then there is a reading which uses the call for the right to the city as in fact support for their own efforts at mild reform, the reformist reforms of which Andre Gorz wrote and which are that matters about which liberal and conservative supporters of the welfare state content. To many, recalling Lefebvre’s own reading of the right to the city, this is pure co-optation, a distortion of the radical content of the slogan. When the right to the city becomes embodied in an officially adopted Charter of the City, adopted by public institutions, whether local, national or international, that have neither the power nor the desire to implement such rights, however defined, the fact that Lefebvre’s call recognized the inevitability of conflict, the necessity for struggle, is blatantly denied concealed, made toothless behind a façade of good intentions, rationality, quest for consensus.

Needless to say, a collaborationist reading interferes with, rather than promotes, militant action to achieve in the real world of inequalities of power and conflicts of interest. A litmus test might be the view of the right to the city a a right for all, as to which consensus is the goal, rather than a redistributive and transformative approach to change.

6.      The subversive reading. A very political reading of the right to the city is however also possible, one that combines the thrust of Lefebvre’s own radical intent with the practical realities confronted by Lefebvre’s own reading, the strategic reading and the discontented’s reading. Such a subversive reading is implicit in, and has surfaced in, the Right to the City Alliance in the United States, in its search for transformative[8] claims and demands, for programs and goals that will both give priority to the immediate needs of the excluded, the ultimate goals of the discontented, and the claims of those not (maybe not yet?) accepting the slogan or understanding its content, but yet exploited by the same existing patterns from which the deprived, the excluded, and the discontented suffer – specifically, the working class, labor, organized and not, the very poor, the discriminated against, the excluded.

The strategy here is implicitly founded on the same understanding guiding the Right to the City Alliances, as in community-labor centers, etc. The key word used in this subversive reading is “transformative:” demands and claims action for which can produce immediate results, but which point towards the radical goals of Lefebvre’s original work, and the related goals of the social movements and economics struggles that produced and have continued to inspire political protest movements throughout history.

 The six different readings of the Right to the City suggest different strategies. A further  possible strategy might be to work sector by sector, looking at sectors as wholes interdependent with each other but having different problems and different potentials for change. Such a strategy might focus on expanding existing areas of public provision, as in police protection, fire protection, public education, some forms of research and development, fighting privatization of public functions and pushing the desirability instead of expanding the public sector. Socialism one sector at a time, perhaps,[9] or the long march through the institutions.

Revolution as such remains off the range of possibilities, force available to the elite is overwhelming, viz. Near East. But the Occupy movement suggests another and further possibility: physical space not contested in its built form, not building physically a new city, but Occupying an old one with a new content.  The slogan there after all is Occupy Wall Street, with both a spatial and an economic and political meaning  Build on the existing, keep some of its usable forms, but change the power relations that determine how they will be used. That, perhaps occupying one sector at a time, seems to me a possible path ahead.

But that’s a long discussion, for another time.

Blog #37 – Lopsided Language


Loaded Language

Language is a political tool. That’s generally recognized.  What speakers mean when they use words like “freedom,” “security,” “justice,” or “democracy” says a great deal about where they stand politically, and such terms are deliberately used for their political effect. It may not be immediately apparent on which side of what argument the users stand, but it is obvious that the meaning is controversial and needs to be looked into.

Other terms that sound good are already clearly identified with a particular cause, and are open about it. If someone says “affirmative action,” or stresses “balancing budgets,” or “job creators,” or “all life is sacred,” we are immediately on notice that, while they sound good, there is a political position being put forward, an argument being made that requires reflection and proper contextualization. They are used as propaganda. Propaganda includes the artful choice of words to give a persuasive political message; those in the business make no bones about why they use some words and not others

More insidious, however, is when words are used that have an apparent obvious and noncontroversial meaning, that are customarily taken at face value and without refection, that are not reacted to as propaganda, but yet are just as much propaganda as the more obvious ones. And this often happens, not by what meaning is accepted for the words, but what meaning is avoided, suppressed distorted. These are words tacitly accepted as either good or bad, as non-controversial with an implicitly accepted meaning, that if they were seen as politically serving one purpose or another, would be the subject of debate. They are words like “consensus”, “growth,” “innovation,” “sustainable,” “resilience.” Some have indeed been subject to quite controversial scrutiny: “tolerance,” for instance, or “democracy“, on “inclusive.”  But others, such as those examined here, are generally used without particular attention being paid to their political implications, and operate, in a way subliminally, below the threshold of conscious examination,[1] to buttress a particular political position or world view, generally that of the establishment.

Take the words “poverty” and “inequality.” Which is the problem, poverty or inequality? Well, both, of course. But we have had a “War on Poverty” substantially funded at the national level and implemented in cities throughout the land, but when a candidate for Mayor of New York City makes a call to reduce inequality a key part of his platform, he is attacked as being “divisive,” and tea party Republicans denounce advocates of social welfare measures as fomenting a “class war” in the country. The difference in the phrases is telling. It is acceptable to declare “war on poverty,” because no-one is being attacked, Studies of how to wage it focus on the poor, their social capital or lack of it, the poor need education, contacts with middle-class folk and their job opportunities and their moral customs, maybe child care are health care or even jobs, for which of course they need the training. All may be true, and even helpful if seriously addressed. But the rich are not involved, certainly not seen as part of the problem, part of the causes of poverty. We need to reduce the gap between rich and poor, but certainly not by measures that reduce the wealth of the poor, according to the dominant thinking and language.

Yet inequality has a certain resonances, enough to be of concern to the establishment. Not many go so far as Mayor Bloomberg of New York City, who even accepts and justifies it, arguing it shouldn’t have such a bad rap. Bizarrely, he argues that inequality is good for the poor:

“Other cities have much lower inequality levels,” Mr. Bloomberg’s press secretary, Marc LaVorgna, said, citing Detroit and Camden, N.J. “Are those better places for low-income families to live? Or would they be better off if they had more wealthy people, and a larger income gap,”

Or, to quote Tony Auth’s cartoon, what Bloomberg might say:

“As not what you can do for equality. Ask what inequality can do for you.”

But even Paul Krugman, an energetic defender of the interests of the poor, feels forced to argue that, after all.  Helping the poor will help everybody, because what they will buy with increased incomes will be goods sold by to them by the rich and thus rebounding to the benefit of rich as well as of poor. And the even those not willing to go so far, and presenting impressive documentation on the extent of the growing inequality and its injustice, focus their arguments on the difficulties that the poor face, with some attention to the benefits to the rich, but rather little on how those benefits to the rich in fact are founded on the poverty of the poor. Only died-in-the-wool Marxists seem today to have picked up on the implications of concepts such as surplus value, which suggests that the profits of businesses and the wealth of their owners is directly related to how little they can pay the workers that produce what they sell.  There are words whose usage is tabooed, as well as words in lopsided usage.

A War on Inequality threatens the rich, a War on Poverty does not. “Poverty” is an acceptable term in mainstream discourse; Inequality rather slips to the side.

There is a political logic in this pattern of word usage. The ability of the 1% to maintain their position, both in politics and in the economy, rests not only on their physical power but also, and perhaps more and more, on their ability to contain the opposition of the governed, of the poor and of the middle “class” as well. Jürgen Habermas wrote of the Legitimation Crisis, the need of those on top to justify their positions to those below. This is accomplished in part by the handling of words, of language. Specifically, a major part of their argument is that there is a commonality of interest, not a conflict, between rich and poor. How each does is independent of how the other does; the poor may deserve more, indeed it can be recognized  that they do and that some level of charity and fairness must be shown them, but not at the expense of the rich or their practices. The poor must be helped to change; the rich need not do so.  The reality of a conflict of interest must be suppressed, and indeed is better not even let surface, and the lopsided use of words having a conventionally established meaning bottling up any incentive to challenge that meaning is a large part of the process.

Take other language. “Inclusion” and “exclusion” are words frequently used in policy discussions by political leaders, researchers, journalists, talking heads. “Inclusion” of course is a good thing, devoutly to be wished; to be excluded is undesirable. Right? But note the passive voice, which reads quite naturally – yet it already conceals the agency of the excluders in the exclusion. The focus is on those who are excluded, not on those who do the exclusion. They are not doing so well because of their characteristics: they lack education, skills, maybe morals, etc. They are overcrowded in insecure, unsupportive neighborhoods; they are not included in healthy middle class or better ones, and should be. The social city program of the European Union is addressed to deal with the problem, teaching those in such neighborhoods how to behave, how to improve themselves, so that they will be more acceptable in better communities. That the better communities in fact achieve their quality in part by their ability to exclude, that pubic actions support the “two cities” phenomenon partly be looking only at one of the cities, that of the poor, without analyzing the functioning of the other, of the better off – that’s a question the term “inclusion” might be thought logically to raise, but it’s conventional and overwhelmingly accepted usage does not raise, It is a lopsided usage, but the prevalent one.[2]

And there are terms whose conventionally and overwhelmingly accepted usage simply smothers any potential critical content. Terms such as “tolerance”, “diversity,” “sustainability,” all have important and good meanings, consistent with the achievement of social justice. But they can unexamined, be co-opted and used for their opposite. Tolerance can mean acceptance of racism, homophobia, arrogance, chauvinism. Diversity can be used to support the presence of the poor in all neighborhoods, as contributing to a desired diversity, without questioning the existence of poverty or the harm it can do to those at the bottom, as in gentrification which increased diversity but displaces the poor. Not everything should be sustained; on its face, sustainability almost calls for a continuation of the social status quo, usually less by aiming to do so as by never reaching the question. Such concepts are two or many sided; a lopsided usage implicitly supports existing social relations.

Of course, ultimately, we are all in it together, ultimately it is indeed to everyone benefit that all of us should be included and treated fairly in one world, one united city, one society in which each is tolerant of all other, all enjoy the benefits of diversity. But pretending, deliberately or by omission, that we are already there defeats the purpose of getting there. If we’re already there, no reason to change anything to get there. The very use of the word “we” in sentences such as the above is a tip-off to the lopsided understandings ordinary words can be given. “We” are a very disparate group of people; some of us are already tolerant and enjoy diversity and it’s to “”everyone’s” benefit that “we” act in solidarity with each other. But “we” also excludes a lot of people whose interests today are very different from each other, whatever they may ultimately” be. We can’t all be winner. If there are winners there must be losers. To try to make all of us winners while the game continues to make winners and losers won’t work.

“We,” as it’s most generally used,[3] should actually mean “some people” – a wag once suggested it should only be used when it means “me and my friends.” Lopsided meanings given to such words, many words, which conceal alternate meanings and wash out contradictions and conflicts among groups and interests, get in the way of changing things so that “we” could actually mean “all of us,” not just some of us. Straightening out the lopsided uses of language would be a big help.

Watch your language, Krugman and the Rest  of “Us.”

Paul Krugman, a favorite of mine, in writing about the present currency crisis in the New York Times, August 30, 2013,[1] brings to mind an old joke:

 The Lone Ranger and his Indian friend Tonto are riding out in the wild west when they are about to be surrounded by a band of hostile-seeming Indian warriors. The Lone Ranger turns to Tonto and says: “Tonto, I think we’re in trouble, we better get out of here.” Tonto looks at him and at the Indians and says, “What do you mean, ‘we,’ white man?”

 Who does Krugman mean by we? Krugman’s headline is, “Why don’t we learn from financial crises?” He asks, about the current Indonesian currency crisis, “…should we be worried about Asia all over again?” The crises show “low little we learned from that crisis 16 years ago. We didn’t reform the financial industry…”

 But who “we?” Sometimes he’s quite clear: He cites the Time magazine cover with Robert Rubin, then Treasury secretary, Larry Summers, his deputy, under the caption “The Committee to Saves the World.” Clearly it’s the 1%, saving “the World,”, that is, all the rest of us included, from disaster.  Krugman is quite clear on his analysis about who’s responsible: he later, for instance,  refers to the policy makers, talking of the International Monetary Fund. But the language he uses is slippery, and has subliminal meaning he doesn’t intend. When he asks why don’t “we” learn from the last crisis, who does he mean? Larry Summers and Robert Rubin are doing quite well in this crisis also; who didn’t learn? The 1% or the 99%?

 When Krugman writes: ”…we’re actually doing much worse this time around.”  he means the 99%; the 1% are doing quite well, looking at the profits of the banks, the stock market, the growing share of the national income the 1% are receiving. Using the “we” serves to implicitly avoid the question of responsibility, who has benefited and who lost, who made the decisions and who was subject to them. “We” didn’t reform the financial industry. “We didn’t”? You and me? No. The financial industry fought off the regulation. But the “we” makes it seem: “We’re” all in this together, one (1%) for all, and all (99%) for one. Implicitly and I believe unintentionally,  the language used blames the victims as much  as the perpetrators.

 This failure to identify actors, to clarify who is doing what to whom, to highlight the conflicts of interest that underlie policy, ultimately to point out who’s on what side and what must politically be done, comes about just from the habit of using conventional terms without thinking about them, to accept dominant modes of speaking and describing without realizing the content they convey in ordinary discourse.

 The same is true when the subjects of actions are not identified: “the more austerity fails, the more bloodletting is demanded.” It’s a policy that’s failing, not some particular persons nor groups who have the power to make policy that are failing – and failing whom? Not themselves. The 1% who make the policy are doing quite well by it, by and large they are hardly “failing.” “Deregulation went full speed ahead.,” Krugman writes of the past. By itself? Or did it get pushed, and if so, by whom, how.? “…huge inflows of foreign money [go] mainly to the private sector.’ By themselves, like water running downhill? Who’s sending it, who’s benefiting from the flow, who suffering, is not deliberately concealed; it just doesn’t rise to the surface, from the language.

 When the slippery “we” is coupled with “learn,” the political implications become even clearer. “Why don’t ‘we’learn’ from financial crises?” “We” here might in fact mean everybody, although that’s actually not what Krugman means. But, whoever it is, is learning what’s required? If everyone accepted Krugman’s perceptive analysis of the crisis, would all of us be better off? Isn’t it rather that some, the 1%, understand very well, and mold the response to their own interests, and the rest, the 99%, even if they understood (and many certainly do, including most of Krugman’s readers, but are powerless to put their understanding into practice? Using the language of learning to describe the problem implicitly makes it one not of political conflict and conflict of interests, but one of education. Well, Krugman is a teacher; if your tool is a hammer, every problem is a nail; if your tool is teaching, every problem is one of learning. Krugman certainly knows better, but the language doesn’t reveal that.

 This is not just stylistic nit-picking. It is language that depoliticizes what goes on in the world; it has to do with a political world-view. On the one side, one may see policy differences and conflicts of interest as parts of a learning process, in which all citizens participate in an effort to achieve a just result for all – a process where there is a real and all-inclusive “we.” Or one may see the world, or at least that is made up of different nations different classes, different genders, different interests, as one in which conflicts of interest are pervasive, in which power is widely sought, unevenly gained, constantly exercised by and on behalf of specific groups and individuals and at the expense of other specific groups of individuals. To the extent that language plays a role, consciously or not, the “we”-ing and references to actor-less actions implicitly supports the first world view, rather than the second. And that necessarily has implications for political thinking and action. In this case, it’s likely unintended, but unclear.

 It should always be clear, even on a quick reading, who is doing what to whom.
